USJ official tweets on Twitter reminding guests not to follow fancy dress rules.
[Please].
While guests are welcome to enjoy the park in a variety of costumes, we ask for your cooperation with the rules and etiquette for the safety and security of our many guests.
Clothing that is offensive to public order and morals or excessively revealing clothing that is not appropriate for the Park may be refused or you may be asked to leave the Park.

Universal Studios Japan (USJ) does not usually issue official Twitter alerts about rules and etiquette. It may issue a strongly worded reminder in the event of a very serious situation or trouble. Moreover, the tone is unusually harsh, although this time it is carefully worded. It feels quite strongly angry.
The tweets appear to be a reminder to guests who were dressed up (in costume) during the Halloween season at USJ. This is because the guests of the accounts that have been causing a firestorm on Twitter and Instagram were in breach of USJ's rules on dressing up in the parks.

Clothing that is offensive to public order and morals, as well as clothing that violates laws such as indecency (e.g. excessive exposure not appropriate for the park, tattoos, etc.)

Unfortunately, the guest in question was not alerted by USJ in the park, but by the guest himself or herself, who was not aware of the "Clothing that is offensive to public order and morals, as well as clothing that contravenes laws such as obscenity. The USJ has not named or specified the guest in question, but from the circumstances and timing, it seems certain that the tweet refers to the behaviour of the guest in question. However, the circumstances and timing of the incident suggest that it is clear that the tweet refers to the behaviour of the guest in question.
Guests' "almost underwear" photos taken in the park and posted on social networking sites.
The guests who came under fire on social networking sites were female guests who were visiting in a group, and two of the photos posted showed them taking photos at several locations in the park in what appeared to be 'underwear'. Because of the extreme clothing, which appeared to be only underwear, the internet has been flooded with trending words such as 'USJ underwear', 'USJ exposure' and 'Univa underwear' since 19 October.
Perhaps if ten people see it, all ten will say.Clothing that is offensive to public order and morals, as well as clothing that contravenes laws such as obscenity. It was a figure that felt like a "good thing".
If she had been wearing this when entering USJ (park entry), she would have been stopped at the ticket gate check, but as the woman was wearing a jacket except when taking photos, she may have slipped through the check without attracting the attention of the park crew (USJ staff). .
We won't go into too much detail here, but when you go to USJ to play in costume (cosplay) or as a fashion accessory, please make sure you are not breaking any of the 'rules and manners' set out by USJ.
Rules are set out in addition to clothing, so guests playing in the park should read the following.
Universal Studios Japan (USJ) 'Rules and Manners' WEB site
UNIVERSAL STUDIOS JAPAN (USJ) Precautions and costumes (Halloween period).
For those playing in Harry Potter fancy dress (cosplay).
Do not occupy the same place.
There is no rule about how long you can stay there, but other people may want to visit or photograph the area. Unless it is very empty, move on in a few minutes.
Do not stop in aisles.
Stopping along paths, near shop doors or in shop aisles can obstruct other guests from walking. Please note that stopping can be very disruptive, especially for groups with a large number of people.
Do not block aisles.
If you are in costume and there are many other guests queuing up to be photographed, it is not permitted to form a queue that blocks the aisle. Please ask them to move to a place where they do not block the aisles.
Enclosure shots are not allowed.
If more people are photographed and an enclosure is formed, it too can be a hindrance & occupy the place. Ask them to move or you to a place where there are no other guests.
If the crew warns you, obey immediately.
For example, the Stone Gateway at the entrance to the Harry Potter area, at the end of the pathway, is usually unobstructed, as no guests usually visit. In such a large, unobstructed area, it is unlikely that you will be noticed by the crew if a small number of guests are queuing up to take photos without disturbing you.
On the other hand, queues for photo shoots in popular photo spots such as in front of Hogwarts Castle or in narrow areas such as pathways can be a hindrance. If you receive a warning, please follow the instructions of the USJ crew. (Try to avoid being warned and anticipate that you will not disturb other guests at that location or in that situation.)
Also, the queue of people who want to be photographed forms on its own and I (you in fancy dress or cosplay) don't know. For those of you who feel that.
Guests line up because they think your costume is cute, funny or looks like a character and they want to take a photo with you. Yes, because you are in costume. If a queue or enclosure forms, you have to be the one to control it. If it is too much trouble to control it, you can say no and move out when people start to gather, and the queue or enclosure will disappear. You are the one who is dressed up in a popular costume, so you have to be aware that you are the cause of the problem and act accordingly.
There are many other things to do, but please keep in mind that you should act while considering whether you are disturbing the park or other guests, and have a pleasant magical world and USJ (≥▽≦).

If you need to change, use your home, car, hotel or changing rooms inside or outside the park. Please note that it is not permitted to change clothes or make up in the aisles or toilets.
